REQUEST FOR RELEASE OF FUNDS

On or about June 16, 2022, the City of Natchitoches will submit a request to the Louisiana Division of Administration (DOA) for the release of $2,000,000 Federal funds under Title I of the Housing and Community Development Act of 1974 (PL-93-383), as amended to undertake a project known as the City of Natchitoches FY 2020 LCDBG Potable Water Improvements. The City proposes improvements to its water system to correct select deficiencies within the City’s existing production and distribution system while also providing for a backup source of potable water to the Village of Powhatan.

FINDING OF NO SIGNIFICANT IMPACT

The City of Natchitoches has determined that the project will have no significant impact on the human environment. In following the Eight Step Process in determining that part of the project is in a wetland and/or floodplain the City has determined that there will be no significant impact to the wetlands and/or floodplain and that there is no practical alternative to the location of the project. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Natchitoches, 700 Second Street, Natchitoches, Louisiana 71457 and may be examined or copied weekdays 9 A.M. to 3 P.M.

PUBLIC COMMENTS

Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the City of Natchitoches, Post Office Box 37, Natchitoches, Louisiana 71458-0037. All comments received by June 13, 2022 will be considered by the City prior to authorizing submission of a request for release of funds. Commentors should specifiy which part of this Notice they are addressing.

RELEASE OF FUNDS

The City certifies to the Louisiana Division of Administration (DOA) that Ronnie Williams, Jr. in his official capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental review process and that these responsibilities have been satisfied. The Louisiana Division of Administration’s (DOA) approval of the certifications satisfies its responsibilities under NEPA and related laws and authorities, and allows the Mayor to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The Louisiana Division of Administration (DOA) will consider objections to its release of funds and the Mayor’s certification received by July 1, 2022 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Mayor approved by the Louisiana Division of Administration (DOA); (b) the Mayor has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the DOA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to Division of Administration, Post Office Box 94095, Baton Rouge, Louisiana 70804. Potential objectors should contact DOA to verify the actual last day of the objection period.
